About Navi Mumbai

Navi Mumbai was planned from the 1970s by the City and Industrial Development Corporation of Maharashtra (CIDCO) as a string of self-contained nodes across the harbour from Mumbai. Civic control is now split. The Navi Mumbai Municipal Corporation (NMMC), constituted on 17 December 1991, runs the northern and central nodes from Airoli, Ghansoli and Kopar Khairane through Vashi, Sanpada and Nerul to CBD Belapur, and its councillors were elected in January 2026. Kharghar, Kamothe, Kalamboli and New Panvel come under the Panvel Municipal Corporation, while CIDCO remains the planning authority for newer nodes such as Ulwe and Dronagiri and for the airport-influenced area around them. Much of the land in the city is leased by CIDCO rather than owned outright, so a resale purchase usually involves a CIDCO transfer process. Ask the seller about it early.

Vashi, Sanpada and Nerul are the established centres, close to the Sion-Panvel Highway and the Thane-Belapur Road, with older CIDCO housing, redevelopment projects and the higher-priced stretch along Palm Beach Road. Airoli and Ghansoli sit next to the IT parks. Kharghar, with its central park and golf course, and Kamothe and Kalamboli nearby, filled up in the 2000s and 2010s. The newest supply is in Ulwe, Dronagiri, Taloja and around Panvel, closer to the new airport and the Atal Setu landing at Chirle. Much of it is still under construction, and shops, schools and roads there are catching up. As a broad pattern, prices fall as you move south and east from Vashi, and even the established nodes are well below comparable areas of Mumbai.

The main employment belt is the MIDC industrial area along the Thane-Belapur Road, which includes Mindspace in Airoli and Reliance Corporate Park in Ghansoli along with chemical and engineering units. CBD Belapur has government and corporate offices, and Vashi hosts the APMC wholesale markets. Further south, the Jawaharlal Nehru Port at Nhava Sheva and the Taloja MIDC estate employ large numbers in logistics and manufacturing. Many residents still commute to Mumbai by the harbour line or by road.

Three projects have changed the city's position. The Atal Setu, opened on 12 January 2024, links Sewri in Mumbai with Chirle near Ulwe. Navi Mumbai International Airport, run by a company in which CIDCO holds a stake, was inaugurated on 8 October 2025 and began commercial flights on 25 December 2025, with international services from July 2026. Navi Mumbai Metro Line 1, from CBD Belapur to Pendhar through Kharghar and Taloja, has operated since 17 November 2023, and the Kharkopar-Uran rail line opened in January 2024. A Mumbai Metro link to the airport has been planned but not started.

Check every project on the MahaRERA website before booking. In NMMC and Panvel Municipal Corporation limits, the total stamp duty is 7 per cent of the agreement value or the ready reckoner value, whichever is higher, and women buying in their own name pay 1 per cent less. Areas outside municipal limits can attract a different rate, so confirm it for your project.

How much stamp duty will I pay in Navi Mumbai?

In NMMC and Panvel Municipal Corporation limits the total is 7 per cent: 5 per cent stamp duty, 1 per cent local body charge and 1 per cent metro cess, on the agreement value or the ready reckoner value, whichever is higher. A woman buying in her own name pays 1 per cent less, and the registration fee is 1 per cent, capped at ₹30,000. Confirm the rate for projects outside municipal limits.

Is Kharghar under NMMC?

No. Kharghar, Kamothe, Kalamboli and New Panvel are in the Panvel Municipal Corporation. NMMC covers the nodes from Airoli to CBD Belapur, including Vashi and Nerul. CIDCO is the planning authority for newer nodes such as Ulwe and Dronagiri.

What is the CIDCO lease and why does it matter?

Most land in Navi Mumbai was allotted by CIDCO on long leases rather than sold outright. When a flat is resold, the transfer is usually recorded with CIDCO and a transfer charge may apply. Ask the seller or society for the CIDCO documents before you agree a price.

Which areas are closest to the new airport?

Ulwe, Dronagiri, Panvel, Kamothe and Kharghar are the nearest residential nodes. Ulwe is also next to the Atal Setu landing at Chirle, which gives it a direct road into Mumbai. Some of these areas are still being built out, so check roads, water supply and schools for the specific project.

MahaRERA. Search the project at maharera.maharashtra.gov.in to see its approvals, promised completion date and quarterly progress, and match the registration number with the QR code on the advertisement.
