Haridwar is one of India's oldest pilgrim towns and the headquarters of Haridwar district in Uttarakhand. The city had 228,832 people at the 2011 census and the district about 1.89 million. The Haridwar Municipal Corporation runs civic services in the city. Planning and building approvals across the urban area, including Roorkee, come under the Haridwar Roorkee Development Authority (HRDA). Industrial land is managed by SIDCUL, the State Infrastructure and Industrial Development Corporation of Uttarakhand, which runs the Integrated Industrial Estate on the city's western side.

The old city along the Ganga, around Har Ki Pauri, and Kankhal with its temples and ashrams are dense and mostly resale markets. Jwalapur is a large, older residential area. BHEL's Ranipur township covers about 12 sq km, and Shivalik Nagar was developed as a residential area for industrial employees. Newer group housing and townships have grown on the western side around Roshanabad and the SIDCUL estate, and plotted colonies line the Delhi highway towards Bahadrabad and Patanjali Yogpeeth. A good share of buyers are looking for second or retirement homes.

The largest employers are industrial. BHEL, a Maharatna public sector company, has had a plant here since 1964. The SIDCUL estate covers about 2,034 acres and houses more than 650 companies, including ITC, Hindustan Unilever, Dabur, Mahindra and Havells. Patanjali's institutions near Bahadrabad and the pilgrim and tourism economy add many more jobs.

Haridwar Junction has direct trains to Delhi, Mumbai, Kolkata and Chennai, and Jolly Grant Airport near Dehradun is the nearest airport. The city lies on NH-334, the former NH-58 from Delhi. The Delhi to Dehradun Expressway, 210 km long, was inaugurated on 14 April 2026, and a 50.7 km six-lane Haridwar spur that bypasses Roorkee and ends at Bahadrabad on the Haridwar ring road is under construction. Traffic and crowds rise sharply during the Kanwar season and bathing festivals, and the next Kumbh Mela is expected in 2027.

Women buyers get a 25 per cent concession, paying 3.75 per cent, on property up to ₹25 lakh, and the registration fee is 2 per cent capped at ₹25,000. Concessions and caps change, so confirm the current rates with the sub-registrar.
