Why a buyer who booked two years ago still pays the new rate
This catches many people out. In Haryana, when you buy an under-construction flat from a developer, stamp duty is paid when the conveyance deed is registered, usually at possession. Duty is charged on the higher of the deal value and the collector rate in force on the registration date, not the date you booked.
So if your flat on Dwarka Expressway was booked in 2023 and hands over in 2026 or 2027, the 2026-27 rate (or a later one) is what counts. Where your purchase price is still above the new collector value, the hike changes little. Where the collector value has overtaken your price, which is more likely for older bookings in the sectors listed above, you'll pay duty on the higher figure.

What to check before you register

- Ask the developer for the expected conveyance date, and whether any stamp duty estimate in your cost sheet uses the current rate.
- For resale, compare the agreed price with the collector value before you fix the token amount. A price below the collector value can create tax trouble for both buyer and seller.

Individual sector figures reported in the press vary, and some summaries mix plot and flat rates. Treat the official PDFs as the only reliable source.
