What is DTCP licence?

In Haryana, a DTCP licence is the permission from the Director, Town and Country Planning that a developer needs to build a residential or commercial colony on private land. In Telangana, Andhra Pradesh and Tamil Nadu, "DTCP approved" usually means an approved plot layout instead.
Haryana's system comes from the Haryana Development and Regulation of Urban Areas Act, 1975. A developer applies with the land, proves ownership or collaboration rights, pays licence fees and EDC/IDC, and gets a licence identified by a number and year. Nearly every group housing and plotted project in Gurugram, Sohna, Faridabad and Panchkula sits on one or more of these. Licences are time-bound and must be renewed until the colony is complete.
The licence, its schedule of khasra numbers and its validity are the first things a Gurugram property lawyer checks. Licences are often in the name of land-owning companies, with a collaboration agreement letting a developer build and sell. That's legitimate, but fights between landowner and developer have stalled projects along the Dwarka Expressway and in New Gurugram. The Town and Country Planning Department's website publishes licence details, renewals and orders.
Down south, the phrase means something else. The Directorate of Town and Country Planning in Telangana and Andhra Pradesh approves plotted layouts outside the limits of urban development authorities such as HMDA, which is why ads say "DTCP approved" or "HMDA approved" depending on who sanctioned the layout. Tamil Nadu's DTCP does the same beyond Chennai's CMDA area. There the approval carries a layout permit number you can verify.
In any of these states, a plot sold without layout approval is an unapproved plot. Banks won't finance it, and regularising it later costs money.
A plot in Shadnagar, south of Hyderabad, is marketed as "DTCP approved". The buyer checks the layout permit number with the department and confirms the plot appears in the approved layout, not on land left out as open space.
Accepting "licence approved" without checking that it has been renewed and that its khasra numbers cover the land under your tower.

Is a DTCP approved plot safe to buy?
It's a necessary start, not a guarantee. You still need to check the title, the encumbrance certificate, whether your plot number is in the approved layout, and RERA registration where the layout is large enough to need it.
