What is EDC and IDC?
Also called: External Development Charges, Infrastructure Development Charges, EDC IDC charges Gurgaon, EDC/IDC
EDC (External Development Charges) and IDC (Infrastructure Development Charges) are fees Haryana charges licensed developers for city-level infrastructure outside a project, like sector roads, trunk sewers and water mains. Developers pass them on to buyers, usually per sq ft.
Under Haryana's 1975 licensing law, a developer pays EDC for the external services that HSVP (formerly HUDA) and GMDA build to connect a colony to the city: master sector roads, water supply lines, sewers and storm drains. IDC pays for bigger infrastructure such as arterial roads and flyovers. Rates are fixed per gross acre and differ by zone, so Gurugram's high potential zones cost far more than a low potential town.
Buyers see these as a line in the cost sheet, typically "EDC/IDC at ₹___ per sq ft" on the super area. Newer Gurugram launches usually fold them into an all-inclusive price, while older agreements list them separately and bill them in instalments.
The long-running problem is builders who collected EDC from buyers and didn't pay it to the state. The dues then sit against the licence, renewals get stuck and the OC can be held up, because the department generally wants EDC cleared before granting one. Haryana has offered settlement schemes to EDC defaulters more than once. For buyers in stalled Gurugram projects, that has meant paying EDC to the builder and then paying again in years of delay.
Revisions cause fights too. If the state raises EDC after your booking, most builder-buyer agreements let the builder pass the increase on. Read that clause, and ask whether the licence has any EDC outstanding before you book.
A 1,850 sq ft (super area) flat in a Sector 102, Gurugram project shows EDC/IDC at ₹420 per sq ft on the cost sheet, about ₹7.77 lakh of the price. The buyer asks in writing whether that figure is fixed or open to revision.
Treating EDC/IDC as a tax the builder must have already paid. Ask for proof that the licence carries no EDC dues.

Are EDC and IDC charged outside Haryana?
The terms belong to Haryana's licensing system, and Punjab uses similar charges. Other states recover infrastructure costs through development charges or fees collected at the approval stage, under different names.
Can a builder raise EDC after I have booked?
Only if your agreement allows it and the state has actually revised the rate. Ask for the government notice showing the revision before you pay.
