Maharashtra's stamp duty depends on the municipal body the flat falls under. The base rate is 5%. Mumbai adds a 1% metro cess, taking the total to 6%. Pune, Pimpri-Chinchwad, Thane, Navi Mumbai and Nagpur add both the metro cess and a 1% local body surcharge, for 7%. Other municipal corporations such as Nashik or Kolhapur charge 6%. Everything is worked out on the higher of the agreement value or the ready reckoner rate, which IGR Maharashtra publishes each financial year.
Women buying residential property on their own get a 1 point concession, so 5% in Mumbai and 6% in Pune. If a man is a co-buyer, the full rate applies. The registration fee is 1% of value but capped at โน30,000, which means almost every city flat pays exactly โน30,000.
On a โน60 lakh flat in Mumbai, a man pays โน3,60,000 in stamp duty and a woman โน3,00,000. In Pune or Thane the same flat costs a man โน4,20,000 and a woman โน3,60,000 in duty. Add โน30,000 as registration fee in each case. A couple registering jointly in Mumbai pays the male rate, โน3,60,000 plus โน30,000. Builders also collect a document handling charge, usually a few thousand rupees, at the sub-registrar office. Banks treat stamp duty and registration as the buyer's own contribution, so on a โน60 lakh Mumbai flat about โน3.9 lakh has to be ready before the agreement is registered.
Duty is paid online through GRAS, the state treasury's payment system, or through a franking or e-SBTR at an authorised bank. The receipt must match the deed being registered. A practical tip for buyers of under-construction flats: stamp duty is paid at the time of registering the agreement for sale, not at possession, and the ready reckoner rate for that year applies. If the ready reckoner is likely to be revised on 1 April, registering the agreement in March can lock in the lower value.
