How stamp duty works in Karnataka

Karnataka's headline stamp duty is 5%, but the amount a Bengaluru buyer actually pays is a little higher. A cess of 10% and a surcharge of 2% (3% in rural areas) are charged on the duty itself, which brings the effective rate to 5.6% in cities. The value used is the higher of the agreement price or the guidance value for that survey number or apartment complex. There is no concession for women.

Two changes shape the bill today. First, new apartments sold for the first time get lower rates: 2% up to ₹20 lakh and 3% between ₹20 lakh and ₹45 lakh. Resale flats, plots and independent houses pay the full 5% whatever the price. Second, the registration fee doubled from 1% to 2% on 31 August 2025, and it applies to all property with no cap. Buyers who had already submitted documents but not completed registration were charged the new rate.

On a ₹60 lakh resale flat in Bengaluru, stamp duty is ₹3,00,000. The 10% cess adds ₹30,000 and the 2% surcharge adds ₹6,000, for total duty of ₹3,36,000. The registration fee is ₹1,20,000. The buyer therefore pays ₹4,56,000, or 7.6% of the price. A new flat at the same price gets no concession because it is above ₹45 lakh.

Everything is handled through Kaveri 2.0, the department's online system. Buyers fill in the deed details, pay duty and fee online through the portal's payment gateway, and book a slot at the sub-registrar office. E-stamp paper from authorised SHCIL centres is still used for some agreements. A practical tip: guidance values in Bengaluru were revised in 2023 and are due for revision again. Check the current guidance value for the exact building on Kaveri before agreeing a price, because in several older localities it is close to or above market rates.
