In Andhra Pradesh a sale deed attracts three charges that together come to 7.5% of the value. Stamp duty is 5%, transfer duty collected for the local body is 1.5%, and the registration fee is 1%. The same rates apply to men and women. The value used is the higher of the price in the deed or the market value that the Registration and Stamps Department fixes for each village, ward or apartment block.
The state has revised market values in several rounds in recent years, particularly in Visakhapatnam, Vijayawada and the Amaravati region, where prices moved after the capital project restarted. A property that was registered cheaply a few years ago may now carry a much higher government value. Compare the market value for the specific door number or survey number with the price before you sign an agreement, because duty follows whichever is higher.
For a โน60 lakh flat in Visakhapatnam, stamp duty is โน3,00,000, transfer duty โน90,000 and the registration fee โน60,000. The total is โน4,50,000. User charges and the cost of drafting the deed come on top. For a โน40 lakh flat in Vijayawada the government charges would be โน3,00,000, and for a โน1 crore villa โน7,50,000. Banks do not include these amounts in the loan, so they have to be set aside in addition to the down payment.
Charges are paid through online challans generated on the IGRS AP portal, where buyers can also check the market value for a property and book a registration slot. A practical tip: before you pay any advance, pull the encumbrance certificate for the survey number from the same portal. It lists registered transactions on the property, and will show if the land has been mortgaged, sold twice or is under a court order, which is still a common problem with plots on the edges of fast-growing towns.
