What is NA plot (non-agricultural)?

In short

An NA plot is land that has been permitted for non-agricultural use such as housing, commercial or industrial building. The term is most used in Maharashtra and Gujarat, where the Collector's NA order, or deemed NA status, is what turns farmland into a legal building plot.

Around Pune, Nashik, Lonavala and Alibag, advertisements for "NA plots" are everywhere. The phrase tells you the land is no longer recorded for farming. In Maharashtra, NA permission was traditionally granted by the Collector under the Maharashtra Land Revenue Code, 1966, on payment of a conversion tax and non-agricultural assessment. Amendments from 2017 onwards introduced deemed NA status, so land that's already zoned residential, commercial or industrial in a final development plan or regional plan can be used for that purpose once the conversion charges are paid and the tehsildar is intimated. Gujarat grants NA permission through its own revenue procedure.

After conversion, the 7/12 should record the NA use, and there'll be an NA order or sanad with a number and date. For deemed NA, look for the receipt for conversion charges and the tehsildar's acknowledgment. Some plotted schemes near Pune also carry a layout approval from PMRDA or the local planning authority, which is a separate permission; NA alone doesn't mean the layout, roads and open spaces were approved.

The weak spot is the gap between what's advertised and what exists. A developer may have NA for the whole survey number as a single unit but no approved subdivision into plots, which leaves you owning a share of a larger NA parcel rather than a demarcated plot. Or the NA order may be for industrial use while you're buying to build a weekend house.

Ask for the NA order, the approved layout, and the 7/12 or property card showing NA use before you sign anything.

Example

A 2,000 sq ft plot near Talegaon Dabhade is offered at ₹18 lakh as an "NA plot". The 7/12 shows NA for residential use, but the layout has no PMRDA sanction, so the buyer will struggle to get a building permission until the developer regularises it.

Watch out

Treating "NA" as a stamp of complete approval. It only covers land use; the subdivision, access road and building permission are separate approvals.

Questions people ask about NA plot (non-agricultural)

Can I build a house on an NA plot straight away?

You still need a building permission from the planning authority, whether that's the municipal corporation, PMRDA or the gram panchayat, depending on where the plot is.

Is deemed NA as good as an NA order?

For land zoned for that use in a final development or regional plan, deemed NA is legally valid once the conversion charges are paid and intimation given. Keep the receipt and the tehsildar's acknowledgment.
