What is lal dora?
Also called: lal lakir, abadi land, lal dora certificate, red line area
Lal dora is the inhabited core of a village (the abadi) that was marked with a red line on revenue maps during land settlements. It is common in Delhi, Haryana and Punjab. Land inside the line was left out of the revenue record, so it has no khasra-wise ownership entries.
During the settlements of the early 20th century, including the 1908-09 settlement in Delhi, surveyors drew a red line around each village's residential cluster. Farmland outside the line was measured and recorded. Houses inside it were left to the villagers and never entered in the jamabandi. That decision still shapes large parts of south and west Delhi, the old villages inside Gurugram, and hundreds of settlements across Haryana and Punjab.
Because there's no revenue record, ownership inside lal dora rests on possession, family arrangements, old unregistered documents and whatever the local authority issues. In Delhi, owners typically get a lal dora certificate from the revenue office, and the building rules that apply to the rest of the city were historically not enforced there the same way. That's how a place like Shahpur Jat or Munirka ended up with dense four- and five-storey buildings on tiny plots.
Things are changing. Under the Centre's SVAMITVA scheme, villages are being mapped by drone and owners given property cards. Haryana made a big push on this from 2020 and has issued title documents in many villages, which lets owners mortgage and sell with registered deeds. Delhi's urbanised villages have their own rules under the DDA and the municipal corporation.
For a buyer, lal dora property is a legal judgement call. Loans are hard to get, title rests on weaker evidence, and a future planning change can bring demolition or regularisation fees. Buy only after your lawyer has traced possession back several generations and the neighbours confirm the boundaries.
A 60 sq yd house in a lal dora pocket of Mehrauli is offered at ₹75 lakh. The seller has a lal dora certificate and a 1998 GPA, but no registered deed, so most banks will decline a loan and the buyer has to arrange the full amount himself.
Assuming a registered GPA or agreement is as good as a sale deed in lal dora. It isn't; the Supreme Court has held that GPA sales don't transfer title.

Can I get a home loan on lal dora property?
Very few lenders offer one. Where a SVAMITVA property card or state title document has been issued, some banks will consider it; otherwise you'll need to fund the purchase yourself.
Is lal dora land freehold?
It isn't classed as freehold or leasehold in the usual sense. It was left outside the revenue record, so rights rest on possession and local documents rather than a clear recorded title.
